The Ministry and Congregational Development Committee was created by Diocesan Synod in May 1989 (83rd session) on the recommendation of the Commission on Levels of Ministry (CLOM). It was resolved that Canon 27, article 5 would be amended by adding the following: "The Diocesan Council is authorized to appoint a Diocesan Ministry and Congregational Development Committee, which Committee shall, on behalf of the Diocesan Council, be charged on an ongoing basis with: identifying the ministry needs of the various areas of the diocese; mobilizing the necessary resources...; providing leadership to ensure that planning does result in programs and action,...with regard to the opportunities of congregational development, expansion and revitalization". From time to time the Diocesan Council may delegate other matters, as required, to the duties of the Ministry and Congregational Development Committee. Reverend Jim W. Draper occupied the position of Ministry and Congregational Development Officer from 1990 to 1996. His successor was Reverend Eric Law until 1999. Reverend Helen Patterson assumed the position after 1999.
