The Diocese of New Westminster, in common with other Anglican dioceses and other parts of the Christian Church, was constantly re-appraising its purposes, programs, priorities and resources. In 1967 there was a strong feeling that improvements could be made to assist clergy and parishes in their operations in making them more effective. Consequent upon the recommendations of the Price Waterhouse Report entitled " New Organizational Structures in a Changing Society", and adopted by the Diocesan Synod in 1967, December 6-7, Canon 22 was introduced at the 64th Session of the Synod of the Diocese of New Westminster. The Canon instituted an "Architectural and Plans Committee consisting of at least three members to be appointed by the Bishop after consultation with and approval of the Diocesan Council". The duties of this Committee were: to give direction and advice to parishes and congregations with regard to the building of, structural alterations to, or furnishing and equipment of churches, halls and ministers' residences; to maintain a repository of plans; to make available various designs and specifications of buildings for the guidance of parishes and congregations intending to build any structure; to assist the Bishop in the considerations of plans of church buildings or alterations submitted for his approval. The Committee meets on a regular basis to review and consider proposed plans, contract arrangements, financial resources available, and to make recommendations to the Bishop.
