Biographical history
In 1945, the Committees on Economics of the BC Medical Association and the College of Physicians and Surgeons of BC were formally merged to form a joint Committee on Medical Economics of British Columbia. (For administrative histories of these predecessor bodies, please consult the appropriate series-level descriptions). Initially, the twenty-three member committee was chaired by a College representative while the Vice-Chairman was a representative of the BCMA. However, within the span of two years, the office of Vice-Chairman evolved into that of a Co-Chairman. Sub-committees were established in the various medical districts of the province and on the main phases of activity of both of the old committees. The central committee was comprised of representatives from the sub-committee, Registrar, a Canadian Medical Association representative, the Executive Secretary and the Chairman and Vice-Chairman. The terms of reference issued to the Committee directed it to study economic matters, and if necessary, on instruction from its parent bodies, to conduct negotiations on behalf of organized medicine. By 1947 the responsibilities of the Committee had increased to the point where an executive committee was established to manage day-to-day events, and a reference committee was formed to field doctors' queries regarding medical plans. The Committee was dissolved in 1950 when doctors voted in favour of the BCMA assuming full responsibility for medical economics.
Custodial history
The majority of the records were originally stored in the office of the College of Physicians and Surgeons of BC, prior to their transfer to the British Columbia Medical Association in 1986.
Scope and content
The fonds consists of records of the Committee on Medical Economics of BC and records accumulated and used by the Committee originally created by the Committee on Economics (College of Physicians and Surgeons of BC), the Committee on Economics (British Columbia Medical Association), the Committee on Economics (Canadian Medical Association), and the Health Insurance Committee (College of Physicians and Surgeons of BC). Fonds contains minutes, reports, correspondence, memoranda, membership lists, fee schedules, medical service contracts, studies and statistical summaries and analyses, publicity files, newsletters and bulletins, and reference reports and publications relating to economic issues of the medical profession in British Columbia and Canada, including participation in pre-paid medical plans and responses to government proposals for hospital and health insurance schemes. Fonds is arranged in 11 series: 1) Minutes, agendas, and annual reports; 2) Membership lists; 3) General correspondence; 4) Fees and tariffs; 5) Medical care plans; 6) Newsletter; 7) Reference reports and publications; 8) Committee on Economics (College of Physicians and Surgeons of BC); 9) Committee on Economics (British Columbia Medical Association); 10) Committee on Economics (Canadian Medical Association); and, 11) Health Insurance Committee (College of Physicians and Surgeons of BC).
