    Administrative history

    The City Clerk's Office is part of the Finance and Corporate Services Division and serves as a secretariat for Council and its Committees. It performs administrative functions including: agenda preparation recording of minutes, processing and certifying by-laws, record management and distribution of records, and making records available to the public.
    The Clerk's Office is responsible for the preservation of all Council and Committee records, through a records management and archives system which documents the history of Richmond.

    The City Clerk is also responsible for organizing and conducting City elections.

    The City Clerk's Office is often the first stop for processing citizens' petitions, complaints and requests to Council, and also receives requests for information under the Freedom of Information & Protection of Privacy legislation.

    Scope and content

    Series consists of copies of committee minutes received by the Clerk, and adopted by Council. Series also includes correspondence and reports made and received by various committees of Council in the course of their affairs. Ongoing relations between these committees and council, and between these committees and other levels of government, are documented. Examples of the larger committees include: the Board of Health Committee (1953-1961); the Board of Works, and Board of Works and Traffic Committee (1950-1965, 1973); the Public Works and Traffic Committee (1974); the Building, Licences, and Assessment Committee (1950-1965, 1973-1974); the Dyking and Drainage Committee (1948-1965, 1973-1974); the Finance Committee (1950-1965,1983); the Sanitation Committee (1973-1974); the Housing Committee (1974), the Recreation Commission (1950-1958), the Recreation Advisory Council (1963-1986), and the Parks and Recreation Commission (1959-1979); the Personnel Committee (1951-1965); the Committee of the Whole (1959-1965,1983); the Water and Sewage Committee (1950-1966); the Sewer Committee (1973-1974); the Water Committee (1974); the Planning Committee (1950-1981); the Fire Committee (1957-1965, 1973-1974); the Staff Co-ordinating Committee (1957-1979); the Historical and Museum Advisory Committee (1960-1978); the Parkland Acquisition Policy Committee (1975); and the Richmond Public Library Board (1976-1978). The series also includes files relating to specific issues and special and joint meetings, e.g., proposed historical sites, nuclear issues, establishment of a Heritage Advisory Committee (1979), public hearing procedures, or according to name of sender, e.g., B.C. Transportation Museum, Ministry of Fisheries and Oceans. Also includes copies of minutes of a meeting relating to an application under the Neighbourhood Improvement Program for Steveston (1976)
