    Administrative history

In 1975, the Diocesan Council felt that a communication position should be created to advertise the various programmes set up by the Programme Committee and to play the role of liaison with parishes. The position of a Communication Officer was to be created. By so doing, the Communication Unit would receive a strong Diocesan wide component, and would encompass the work of the TOPIC board, the Diocesan newspaper. The role of the Communications Officer was one of the highest priority in terms of public relations. In October 1983, at the meeting of the Diocesan Programme Committee, the chairman of the Communication Unit presented the outline of the terms of reference, including core function, membership criteria, frequency of meetings, reporting relationships, authority, and the job description of the Communications officer position. The terms of reference were approved and Joanne G. Leslie was appointed as first Communications Officer in March 1984. The Communications Officer is member of the Communication Unit to which she/he reports. She/he works closely with the Unit, draws up budgets for TOPIC, reviews the nature and content of the monthly publication with Unit members. He/she is also in charge of producing the monthly Diocesan Calendar, of summarizing in an interesting and informative way the official reports, resolutions, and recommendations of the Synod. Together with the nine Communication Unit members, he/she is available to deaneries, parishes and diocesan societies for advice and help upon request.
