Administrative history

The Engineering & Public Works Division is responsible for: the engineering design, and construction of the City's infrastructure and all City owned buildings; the delivery and maintenance of the local water supply; the maintenance of the sewer and drainage, dykes and irrigation system; the maintenance and development of current and long range engineering planning, the Geographic Information System (GIS), and drafting; the coordination of garbage, recycling collection, litter collection and environmental protection services on behalf of residents; the maintenance of the City’s road network; and providing, managing and operating a mixed fleet of vehicles, heavy equipment and an assortment of specialized work units for the City operations.

Scope and content

Series consists of b&w and colour photograph prints, colour slides, b&w and colour negatives relating to the role of the Engineering Department in inspecting tendered public works and sanitary sewer installations in Richmond. The majority of the photograph prints are of driveways and crossings, ditches, fence and property lines where sewer systems have been installed, as well as where installation activities have affected the condition of sidewalks and road surfaces. The photograph slides include aerial and ground views of dykes and drainage facilities, as well as images of members of the Engineering Department at official functions.

Physical condition

The photograph prints are in plastic sleaves, or mounted on black paper with white photo corners, in duo-tangs. The b&w photograph negatives now in file 9 were found in a separate envelope, and have been placed in protective negative sleaves in their as found order. The photograph slides are in slide sleaves with sequentially numbered pages. Most of the photograph prints and slides are numbered, with those numbers corresponding to descriptive caption information arranged by roll and image number, or image number only
The photograph prints and slides appear to be in good condition, with the exception that the colour images are beginning to fade (losing their magenta layer and turning yellow/green). The negatives are trimmed and placed in envelopes at the back of each volume. The plastic sleaves are not of archival quality and are becoming stiff.
Deterioration of the plastic photograph sleaves will necessitate the removal and rehousing of the photographs for preservation reasons

Files 1-13 have no file numbers, so numbers were assigned sequentially by the archivist. Files 510 - 779-4 are based on tender numbers. Volume numbers were assigned under the Engineering Department Records Program
