Created originally as the Financial Development Unit reporting to the Administration and Finance Committee (formerly Finance and Property Committee), the Committee's function was to advise and assist the Diocese of New Westminster and its constituent parishes on all matters relating to financial support and development. The Committee was responsible to the Diocesan Council through the Administration and Finance Committee. The Committee consisted of eight lay and clerical members recruited by a chairperson to represent, as much as possible, the geographical areas of the Diocese. The enlisted members of the committee had relevant professional skills. The chair-person was appointed for a one-year term by the Bishop; he was responsible for regular reports to be presented to the Administration and Finance Committee. The Committee's mandate was as follows: to conceive and implement programs that will generate funds for the Diocesan missions and responsibilities; to assist parishes in the design and implementation of financial projects; to advise the Bishop and Diocesan Council on staffing requirements and recruitment of personnel for financial development work within the Diocese; to serve as a liaison resource between national and diocesan levels of the Anglican Church on financial development matters.
