Series consists of minutes (open and in-camera/closed) of the Council/School Board Liaison Committee and its predecessor the Council/School Board Task Force. Minutes detail ongoing cooperative activities of the municipality and the Richmond School Board, including joint administration of school grounds and parks, the acquisition and exchange of land and buildings, and joint development planning activities of the two bodies. The responsibility for taking minutes has alternated annually between the municipality and the school board. As a result, the format of the minutes changes yearly.

Series consists of minutes of standing committees of Council documenting all aspects of the administration of municipal government, including the oversight of departmental activities and municipal-wide policy making, and deliberations leading to committee recommendations brought forward to Council. Series includes minutes of meetings of standing committees of Council held in open (public) session (Subseries 1) and in closed (in-camera) session (Subseries 2). Minutes span the period from 1975 to 2005. Minutes prior to 1975 were not systematically retained (some copies of minutes of meetings of various standing committees of Council prior to 1975 can be found in Clerk's Department MR 26 "Committees" series). Reports to committees were routinely attached to the minutes until 1986. Formal procedures for executing minutes were implemented for Council and all standing committees in early 2000, following 1999 amendments to the Municipal Act requiring minutes to be certified as true and correct copies.

Series consists of correspondence, memoranda, reports, and plans relating to the role of the Engineering Department in monitoring and providing public works and services. The series documents negotiations and relations between the Engineering Department and private companies, public utilities, such as B.C. Hydro, and other levels of government, such as the provincial Department of Municipal Affairs, the provincial Ministry/Department of Highways, the federal Department of Transport, and the G.V.R.D. The records in this series document the role of the Engineering Department in: negotiating and monitoring crossing agreements with B.C. Hydro and the Canadian Pacific Railway; commissioning and/or researching reports on transportation related issues; negotiating with the Department of Municipal Affairs regarding revenue sharing; liaison with the Ministry/Department of Highways relating to freeway and bridge construction; establishing policies and administering waste management and pollution control; responding to Bill 42 (including policy development) enabling municipalities to implement development cost charges; liaison with private companies relating to industrial development activities; and overseeing all aspects of engineering service for the City's construction and development activities.
