The series consists of records relating to Russell Hellard's participation on the Crime Prevention Committee and later the Community Policing Committee. Hellard was Chairman of the Crime Prevention Committee from 1989-1991 and was Chairman of the Community Policy Committee from 1992-1994. A re-direction dictated from the RCMP in Ottawa changed Crime Watch to Community Policing Committees. Records include Annual Reports, committee meeting minutes, Chairman's reports, notes, and photographs. Records also pertain to the establishment, inauguration, and management of the Tri-City Community Crime Prevention Services Centre, and the activities of police officer Eric Chan, who founded the program.

The series consists of records relating to the Coquitlam/Port Coquitlam Crime Prevention Society, an independent volunteer organization that was formed in 1996 to assist police, community organizations, committees, and citizens in crime prevention activities. Russell Hellard was the President and Chairman of the Society until its dissolution in 2000. The records include meeting minutes, notes, official documentation of the society, including the notice of dissolution, as well as records relating to public forums that were hosted by the Society. The series also includes photographs of the community forums that took place in March, 1997.

The records include minutes of the Photography Sub-Committee, pamphlets, copies of The Spirit newsletter that was prepared for the Games, detailed notes relating to Hellard's participation in photographing the Games at the request of Craig Hodge, records relating to recruitment of volunteer photographers, and a few photographs of the Games.
