Minutes document discussions and activities of the Board concerning pollution control and other environmental issues, and public health programs relating to infectious diseases and sanitary conditions. Minutes are for the years 1895-1910, 1953-1963, 1966, and 1970-1971.

Series consists of minutes relating to the zoning appeals process documented through the activities of the Zoning Board of Appeal (1957-1968) and the Board of Variance (1968-2000). There appears to be Appeal Board activity evidenced in references in Council minutes as early as 31 October, 1955, but there are no formal minutes for the period 1955 to 1957.

Series consists of minutes (open and in-camera/closed) of the Council/School Board Liaison Committee and its predecessor the Council/School Board Task Force. Minutes detail ongoing cooperative activities of the municipality and the Richmond School Board, including joint administration of school grounds and parks, the acquisition and exchange of land and buildings, and joint development planning activities of the two bodies. The responsibility for taking minutes has alternated annually between the municipality and the school board. As a result, the format of the minutes changes yearly.

Minutes from 1986 through 1988 are not in the custody of the Archives.

Series includes records on a broad range of topics and initiatives, including: construction and maintenance of health care facilities, e.g., Richmond General Hospital; ongoing relations with health or environmental health related bodies, e.g., Metropolitan Board of Health (1925-1988), Greater Vancouver Sewerage and Drainage District (1961-1988), and the Pollution Control Board, (1956-1968); and health and environmental health issues, e.g., smoking in public places, aerial spraying, proposed sewage treatment plants, and air pollution. Ongoing relations between the City and other governing bodies and levels of government are documented. Series also includes inquiries and complaints from the public.

Records in this series document a range of activities, including: the identification of community resources, such as workshops, social services, films, programs and literature available to families or children in crisis; the discussion of administrative aspects of the committee, including the appointment and nomination of new members and the consideration of financial and personnel matters; the discussion of new projects and studies; and the deliberation of the RFCC in interpreting and debating new legislation. The series includes some attachments to minutes, including annual reports for some years.

Series consists of minutes of the Mayor's Committee on Juvenile Problems, as well as staff reports, submissions, correspondence, and memoranda as attachments to the minutes. As part of their functions, the Committee heard submissions and reports from members of City staff, the public, social workers, members of various school boards, a psychologist from the Health Department, members of the Unified Family Court and other members of the judiciary. The Committee also made recommendations and proposals to Council for programs and solutions to these problems and liased with the Richmond Social Services Department, and other governmental and non-governmental bodies with an interest in youth issues. The series includes minutes of joint meetings between the Mayor's Committee on Juvenile Problems, the Social Service Committee of Council and City Council members.

Series consists of minutes of meetings (and attachments) of the municipal Court of Revision for assessments. Series is arranged in two sub-series: 1) Court of Revision of the municipal assessment roll (1896-1972); and, 2) Court of Revision of assessments for Local Improvement Districts and bylaws (1933-1974). Minutes record the nature of appeals heard and decisions made. Attachments to the minutes include lists of appellants, along with property assessment values and changes made by decision of the Court. Records do not include minutes of the Court of Revision of the municipal assessment roll for the years 1909, 1945, 1947, and 1949, and for years after 1972. Records do not include minutes of the Court of Revision of local improvement assessment rolls for 1935, 1936, 1938, 1940, 1941, 1944-1949, 1961, 1967, and 1973, and for years after 1974. Records of the proceedings of the Court of Revision of local improvement assessment rolls were physically integrated with those of the Court of Revision of municipal assessment rolls prior to 1933, and are arranged as part of Sub-series 1. These include minutes for 1924, 1925, 1926, and 1928. Also included in Sub-series 1 are minutes of the Court of Revision of the North Fraser Dyking District No. 1 for 1920 and 1921, and of the Mitchell Island Dyking and Drainage District for 1954.
