Records include correspondence with BC Hydro regarding street light installation and removal, as well as records relating to leasing arrangements; correspondence from the public requesting additional street lights; and records relating to the ornamental street lighting program and the street light conversion program. Series also includes records of annual electrical permits and correspondence with the provincial Department of Highways relating to cost sharing programs for street lighting and traffic signals.

A large part of the series is made up of the minutes, reports, financial statements, and other records generated through Richmond's involvement with the Greater Vancouver Water District. Sea Island watermains and agreements between various levels of government with regard to the cost and maintenance of watermains also make up a large part of the series. The remainder of the series is made up of general records such as tenders, waterworks supply orders, records relating to easements for waterworks, ongoing maintenance, and water rate adjustments.

A substantial portion of the series consists of zoning - general files for the period 1931 to 1971. Also included are records relating to zoning for particular areas, e.g., Bridgeport area, specific instance files, e.g., Zoning of Brighouse and B.C. Turf property, and zoning related issues, e.g., keeping animals in residential areas. Series also includes files relating to the Board of Variance, rezoning and special use permit applications, and zoning bylaws. Ongoing relations and negotiations between the municipality and other levels of government are documented.

The original provenance of these records was the subjects of the files. Subsequently these records were used by another party in the course of settling these subjects’ estates. Series contains three boxes of files. These files include deeds, correspondence, invoices, receipts, insurance policies, investment certificates, contracts, indentures, and other records. The series includes several files pertaining to early Sikh residents.

Almost all of these photographs appear to have been taken in conjunction with the McLeod Company’s insurance and property management functions. Thus most of the photographs are of various pieces of property presumably insured, managed, or developed by the McLeod Company. An appraisal of school buildings was carried out in 1950 and a number of photrographs of schools are included in this series.

Correspondence is about government regulations; policy and procedures, and operational inquiries and directives received from the head office of B.C. Packers Association; and inquiries from suppliers. Circulars from the Fraser River Canners' Association may have been received by Mr. Bell as President of the Anglo American Canning Co.
