Series consists mainly of records relating to assessment, building regulation, and illegal suites. The records relating to assessment include correspondence, memos, reports, assessment notices, minutes and proceedings of the Court of Revision, assessment roll working papers, agreements and legal notices. Topics covered by these records include assessment appeals to the Court of Revision and further appeals to the Lieutenant-Governor in Council; the ongoing cycle of agreements and appeals between the City of Vancouver and Richmond over the issue of airport assessment; assessment of Dominion government properties within the Richmond municipal boundaries; assessment of property owned by public companies; and changes in assessment policies and procedures. A significant part of the series deals with building regulation issues such as permits for demolition, construction, occupancy, and signs; inspections for health, electrical, gas and building code compliance; and the changes in regulations surrounding the secondary suite or illegal suite issue. Miscellaneous topics covered in this series include the proposal and development of the Richmond Nature Park, a proposal for an educational model farm, and public petitions dealing with a variety of issues including land use, sunday shopping, and public works and services.

Series consists of memoranda, correspondence, copies of Council and Committee of the Whole minutes, copies of Council resolutions, agreements, newspaper clippings, petitions and maps relating to the City's role in the purchase and development of Brighouse Estate industrial park. Series includes letters of inquiry and complaint from members of the public and property owners regarding the land purchase, (passed by Council resolution #566 April, 9. 1962), and proposed industrial development. Series also includes signed original agreements for the land purchase, lease agreements and utility easements, and one file on the Richmond Food Bank. Relations between the City and other levels of government are documented.

Series consists of copies of file register sheets and one "file system index" bound volume which document the registration of files and series, and thereby classifying, arranging, and maintaining the records of the Municipal government. The typed and handwritten file register sheets have additional handwritten annotations in the margins. The "filing system index" is a red bound volume, 28 x 35 x 2.5 cm in size, with appended stapled and taped pages. The file system index is the master controlling list for registering files, bylaws and record series. This index also includes annotations indicating transfers of records and other pointers to related or subsequent series.

Records in this series document the ongoing relations between the City and various clubs and associations. Series includes complaints and inquiries from the public on a variety of issues, including the condition and operation of community centres maintained by the City. The majority of the series is comprised of single files for each group or organization. Some of the larger groups of records within the series include, the Richmond Chamber of Commerce (1921-1988), Steveston Community Centre (1954-1987), South Arm Community Association (1954-1975,1983), Richmond Arena (1964-1984), and Minoru Sports Pavilion (1963-1974,1984).

Crossings and bridges

Series consists of correspondence, memoranda, statements of account, statements of tender, staff, consultant and other reports, agreements, and maps relating to the construction and maintenance of crossings and bridges. The majority of the series consists of general records such as correspondence with other levels of government regarding the planning and funding of bridge construction. The remainder of the series is made up of separate files created for each of the bridges connecting Lulu Island and Sea Island with each other and the mainland, and records on the construction of small crossings over irrigation and drainage ditches.

Dyke protection - ditches

Series consists of records relating to dyke protection and ditch maintenance. The records relating to dyke protection include agreements and other records relating to right-of-way and land transactions, tenders for protection work construction, maintenance agreements, reports on the state of existing works, records relating to planning and the progress of projects, correspondence with local residents concerning public works in their neighbourhoods, and correspondence with senior levels of government on the subject of public works funding. Records incorporated from an earlier record system relate to protection works all around Lulu and Sea Island. Later protection work files relate to general maintenance work or specific projects such as the Fraser River Flood Control Program (1968 Agreement, Project No.3, The Township of Richmond). Engineering surveys accompanying this particular protection work project cover various tracts of land along certain roadways in Richmond and provide some detail as to the placement of buildings along these roads (see finding aid map). The rest of the series relates to the general maintenance of drainage ditches, including the need for periodic flushing to maintain sanitary conditions, and the need for ditch water as a source for irrigation.

Series includes records on a broad range of topics and initiatives, including: construction and maintenance of health care facilities, e.g., Richmond General Hospital; ongoing relations with health or environmental health related bodies, e.g., Metropolitan Board of Health (1925-1988), Greater Vancouver Sewerage and Drainage District (1961-1988), and the Pollution Control Board, (1956-1968); and health and environmental health issues, e.g., smoking in public places, aerial spraying, proposed sewage treatment plants, and air pollution. Lulu Island protection works

In addition, the series includes records relating to the development of a policy on business taxes, and correspondence relating to the request and issuing of miscellaneous building, kennel, trade and business permits.

Dykes and drainage

Series consists of correspondence, petitions, financial statements and other financial records, agreements, reports, judgements, transcripts and survey plans arranged in subject files that relate to dykes and drainage in general as well as the various dyking district schemes. Some records, dating back to 1908, were absorbed from an earlier filing system into the later system. Dyking activities under the various early dyking commissions as well as later activities under municipal direction are documented. Topics include dyking and drainage works on Sea Island, Mitchell Island and in Steveston; changes to the Richmond Drainage and Dyking Act of 1936; the activities of the Fraser Valley Dyking Board after the 1948 flood; agreements and disputes involving dyking and drainage works in relation to land title and taxation; debentures and other financing matters; and construction and maintenance of dykes and drainage ditches.

Series also includes records which document relations between the municipality and the Unemployment Insurance Commission for the period 1941 to 1948.
