The majority of the records in this series document the ongoing labour relations and negotiations between the City and the various unions and associations representing municipal employees. Series also includes case files of individuals and reports from section and department heads, as well as records relating to the Hay Report and policies re: exempt staff. Examples of larger groups of records within the series include: the Municipal Officers Association (1932-1947, 1985-1988); Municipal Engineer's reports (1936-1945); the Medical Services Association (1950-1959, 1983-1987); the Richmond Volunteer Fire Fighters Association (1948-1966, 1982-1988) and; Personnel - miscellaneous (1959-1988).

Series also includes records of annual electrical permits and correspondence with the provincial Department of Highways relating to cost sharing programs for street lighting and traffic signals.

Typical servicing requirements include sanitary sewers, storm sewers, watermains, and road access. Files are organized by section number according to the legal land division system based on section, block and range. Records date predominantly from the establishment of new procedures for administering development applications in the late 1970s up to the transfer of development application administration activities from the Engineering Department to the Planning Department in the late 1980s.

Some of the larger groups of records within the series include, the Richmond Chamber of Commerce (1921-1988), Steveston Community Centre (1954-1987), South Arm Community Association (1954-1975,1983), Richmond Arena (1964-1984), and Minoru Sports Pavilion (1963-1974,1984).
