Accompanying the correspondence is a copy of the official petition sent to the Minister, listing the signatures and occupations of all local residents in favour of this action. The letters and petition were the outcome of a severe economic downturn, in that if the local lumber mill was not recognized as an 'established licensee' and allotted crown timber rights, it could no longer survive.
