The majority of volumes in this series consist of general ledgers, however, series also includes a transfer ledger, subdivision ledger and agreements ledger. Transactions documented in these ledgers cover the full spectrum of Municipal functions, from accounts payable to fire fighting, and from garbage collection to Workmen's Compensation Board.

Examples of local improvements referred to in these records include, the planting of trees, the digging of ditches, the installion of drainage works, curbs, gutters, sidewalks, and street lights, as well as the construction of roads.

Examples of larger groups of records within the series include: records relating to libraries (1932-1985), including various branch libraries, the Richmond Advisory Library Committee, and the Richmond Public Library Board; street naming (1950-1988); master street naming lists (1967, 1985); archives (1946-1988); records relating to the S.P.C.A .; Gateway Theatre (1981-1988) and; Greater Vancouver transit system (1967-1987). The miscellaneous series also includes a large number of miscellaneous and subject files, e.g., petitions, inquiries, requests, complaints, library, trap shoots, B.C. Some of these items have been arranged together into correlative groups of up to seven to form a presentation regarding the subject at hand. Accompanying materials include related textual documentation. Related items consists of one index plan of numbers and one field book and plan index that list the rolled maps as only part of a much larger collection, the remainder of which was not included in this accession.

The case files contain transcripts of hearings before the Dyking Commissioner; certificates of encumbrances issued by the Land Registry Office; affidavits and statutory declarations relating to the proper execution of appropriation procedures; certified land survey plans conducted for the purpose of evidence at hearings; excerpts from Council minutes; indentures conveying right-of-ways to land owners; and general correspondence relating to the appropriation of land by the municipality of Richmond for the purpose of preparing and maintaining the dyking and drainage system.

The majority of the series consists of railway line crossing agreements between the municipality, the Canadian Pacific Railway (C.P.R.), and the Canadian National Railway (C.N.R.). The agreements cover crossings of railway lines for a variety of purposes, including the installation and construction of: public utilities such as watermains and sanitary sewers; public and private crossings; and other pipelines. The series also contains records relating to B.C. Telephone, B.C. Hydro, B.C. Electric Railway, the Board of Railway Commissioners, and the North Fraser Harbour Commission. Topics covered in the records include, the installation of spur lines, track relocations, and public transportation issues.

Topics covered in this record series include: the policies and guidelines for major and minor subdivisions outlining the responsibilities for the municipality and developers with regard to road, sewer and waterworks construction; the 1977 changes to the Municipal Act, which introduced the development permit process and significantly streamlined land use development and planning; and the introduction and establishment of the Agricultural Land Reserve and the ALR appeals that followed. The series also contains files on the Broadmoor subdivision, the administration of the Veterans Land Act in Richmond, and property transactions between the Presbyterian, Methodist and United Churches and the Richmond School Board relating to the area around Mitchell School.

Prior to the late 1950s, all requests for trade licences were made directly to the Municipal Council. After this point, the routine applications were approved by the Licence Inspector and only special cases went forward to Council. The general files consist mainly of requests for licences, complaints against business people for bylaw violations, and records relating to investigatory and punitive actions taken by City Officials. Some special cases relate to the licencing of special event festivals, dog kennels, drive-in theatres, discotheques, ice cream vendors and helicopter air ambulances.

Series also includes records of the Lower Mainland Regional Planning Board (L.M.R.P.B.), the Fraser Valley Municipal Asociation, the Union of Canadian Federation of Mayors, the Industrial Development Commission, the British Columbia Agricultural Land Commission, and the North Fraser Harbour Commission. Topics covered in the records include light rapid transit, transportation, the harbours, industrialization, and other development issues. Series consists of memoranda, correspondence, reports by staff and consultants, promotional materials, photographs and plans relating to the role of the administrator in planning and coordinating the activities of Municipal staff. Series includes records which demonstrate the extensive relationship between the City Administrator's Office (C.A.O) and the G.V.R.D. (Greater Vancouver Regional District), particularly in regards to negotiations between the City, as a public employer, and various labour unions representing civic employees, e.g., C.U.P.E (Canadian Union of Public Employees). Activities of the Administrator documented in these records include: establishing annual Municipal budgets; receiving reports; coordinating activities of City departments; monitoring the planning of special events, e.g., B.C. Summer Games, Captain cook Bi-Centennial celebrations; conducting performance evaluations; conducting salary negotiations for exempt staff; and participating in various regional and national administrative bodies, e.g., M.O.A.
