Estate files

Series consists of records that pertain to the business and personal activities of the subjects of the files. Each estate file has its own unique collection of records. The original provenance of these records was the subjects of the files. Subsequently these records were used by another party in the course of settling these subjects’ estates. Series contains three boxes of files. These files include deeds, correspondence, invoices, receipts, insurance policies, investment certificates, contracts, indentures, and other records. The series includes several files pertaining to early Sikh residents.

Income debentures

Series consists of records that pertain to the issue of debentures to investors. Series consists of income debentures in denominations of $100.00 and $500.00 dollars. They are filed by investor name. Series contains debenture certificates.

Stock registry

Series consists of records that pertain to the issuance of shares to investors. The series contains one registry book.

Stock transfers

Series consists of records that pertain to transfer of shares among the investors in Westminster Trust Co. The series contains two share transfer books.

Insurance records

Series consists of records that pertain to the insurance activities of the Alfred W. McLeod Company. Series contains two files of textual records, books, and B.C. Underwriters’ index cards for New Westminster properties.

Photographs

Series consists of ca. 300 black and white prints and ca. 270 negatives. Almost all of these photographs appear to have been taken in conjunction with the McLeod Company’s insurance and property management functions. Thus most of the photographs are of various pieces of property presumably insured, managed, or developed by the McLeod Company. An appraisal of school buildings was carried out in 1950 and a number of photrographs of schools are included in this series.

Clergy records

Series consists of clergy records, correspondence, reports, clippings, printed material, photographs. Consists of registers and files of deceased and transferred clergy, including student files, biographical information, oaths, declarations and other clergy documents.

Parish files

Series consists of correspondence, minutes, reports, petitions, constitutions, instruments of consecration, legal records, property records, financial records, cemetery records, parish profiles, statistics, notes, journals, newsletters, histories, clippings, printed material, photographs, postcards, slides, drawings, architectural records, plans, cartographic records. Alphabetically arranged including Prince Rupert Coast Mission. Includes some baptism, confirmation, marriage and burial records from various parishes.

Advisory Design Panel minutes

Series consists of minutes of meetings of the Advisory Design Panel. Topics covered in the minutes range from the general, e.g., building set-backs, architectural and landscape architecture features and details, signage, size, and siting of buildings; to the specific, e.g., exterior finish of buildings and proposed species of plants to be used in landscaping. Minutes from 1986 through 1988 are not in the custody of the Archives.

Advisory Planning Commission minutes

Series consists of minutes relating to the role of the Advisory Planning Commission in advising Council on matters of community planning and development. This series includes the minutes of the Town Planning Commission for the period 1948 to 1957, and the Advisory Planning Commission for the period 1958 to 1991. A significant portion of the series deals with commission deliberations on a wide range of planning and development issues, and their recommendations on these issues to Council and various standing committees of Council. Topics include: purchase of lands for parks, recreation and green space; provision of moorage and port facilities; impact of residential, commercial, and industrial development and land use on traffic flow and the provision of public works and services; and the environmental impact of development, e.g., pollution related contamination of water, air and soil. Minutes also include administrative activities regarding appointments to the Commission, attendance of Commission meetings, voting privileges, and Commission procedures.

Agreements

Series consists of signed originals and copies of agreements, correspondence, memoranda, and maps, relating to all types of legal agreements between the City and private citizens, businesses or organizations. The majority of the series consists of dyking agreements (crossing, improvement, maintenance, and rights-of-way), but includes a wide variety of agreements including: easements for the installation and maintenance of public utilities; rights-of-way; maintenance and road access agreements; sewer outfall agreements; and agreements for the lease of property and/or buildings.

Board of Variance minutes

Series consists of minutes relating to the zoning appeals process documented through the activities of the Zoning Board of Appeal (1957-1968) and the Board of Variance (1968-2000). There appears to be Appeal Board activity evidenced in references in Council minutes as early as 31 October, 1955, but there are no formal minutes for the period 1955 to 1957.

Buildings and Lands - Heritage

Series consists of memos, correspondence, reports, minutes, plans and other documents relating to the role of the Parks and Leisure Services Department in the development, maintenance and operation of heritage sites in Richmond. Records relate to sites including London Farm, the old Municipal Hall in Steveston, Steveston harbour and the Steveston waterfront, Britannia Heritage Shipyard, Kishi Boatworks, the Steveston Museum, Scotch Pond and London's Landing.

Bylaws

Series consists of the original signed, sealed municipal bylaws, some of which may include agreements, certificates, correspondence, declarations, maps and plans as attachments to individual bylaws.

Canals

Series consists of correspondence, agreements, petitions, reports, and survey plans relating to the construction and maintenance of canals, canal crossings and flood boxes. Details of flood box construction agreements are documented for work at Finn Slough, Gilbert Road, South Horse Slough, Delta Fraser Throughway, Shell Road, the south end of No.2 Road, the north end of No.8 Road, the west end of Cambie Road and Mitchell Island. Ten case files relating to land expropriations for the Gilbert Road canal make up part of the series. File 1550 (Flood Control. -- 1948.) contains a detailed hour-by-hour account of the emergency response activities carried out in Richmond between May 29 and June 20, 1948 in an effort protect the municipality from the flooding of the Fraser River.

Civil defence, emergency procedures

Series includes correspondence, emergency policy and emergency program statements, memoranda, and copies of municipal bylaws relating to the provision of emergency services and the development of a comprehensive disaster plan for Richmond. Included in this series are records relating to the installation of air raid and fire warning sirens, the provision of emergency sewage and water services, as well as records of the Emergency Committee. Also included is a job description for a Emergency Program Coordinator position, a bylaw to indemnify Municipal officers and employees from damage claims, and an emergency response bylaw.
