Series consists of minutes (open and in-camera/closed) of the Council/School Board Liaison Committee and its predecessor the Council/School Board Task Force. Minutes detail ongoing cooperative activities of the municipality and the Richmond School Board, including joint administration of school grounds and parks, the acquisition and exchange of land and buildings, and joint development planning activities of the two bodies. The responsibility for taking minutes has alternated annually between the municipality and the school board. As a result, the format of the minutes changes yearly.

The series consists of records relating to Russell Hellard's participation on the Crime Prevention Committee and later the Community Policing Committee. Hellard was Chairman of the Crime Prevention Committee from 1989-1991 and was Chairman of the Community Policy Committee from 1992-1994. A re-direction dictated from the RCMP in Ottawa changed Crime Watch to Community Policing Committees. Records include Annual Reports, committee meeting minutes, Chairman's reports, notes, and photographs. Records also pertain to the establishment, inauguration, and management of the Tri-City Community Crime Prevention Services Centre, and the activities of police officer Eric Chan, who founded the program.
Hellard, RussellSeries consists of three subseries relating to the national church’s Healing Fund Campaign Technical Implementation Group, the United Church’s 75th Anniversary Committee, and the Interchurch Interfaith Committee. Records include correspondence, copies of committee meeting minutes, information packages, financial updates, activity reports, and videos.
The series consists of a copy of Maclean's magazine that contains an article on the signing of the Japanese Canadian redress and three National Association of Japanese Canadians (NAJC) Newsletters.
