Mabel Lake Tourist Camp was established in 1925 by Joe Kass to servicee summer visitors to Mabel Lake in the North Okanagan by providing summer cabins, boats, and summer kitchens for campers by the lake. Over the years the resort has expanded to include a larger campground, more boats and cabins, a store, and an airpark surrounded by residential homes. In 1995 Terry Laursen of Mabel Lake Holiday Centre submitted an application to amend the Area F Official Community Plan and zoning to create ten residential single family lots and a residential multi-family development on Mabel Lake, DL 2415. The application was the first phase of a proposed development including several multi-family residences, single family residences, and a golf course and clubhouse. The Regional District of the North Okanagan established a Kingfisher Round Table to discuss planning issues in the district. Following the final report of the Round Table two public hearings were held in the Kingfisher Hall and numerous written submissions for and against the proposal were received. The initial proposal was approved by NORD once various conditions were met, including a community sewage system. The Mabel and Kingfisher East Ratepayers Society, MAKERS, was established to deal with such issues as water quality, community sewer system, planning and development and improved parking and boat launch. Following the completion of this development, more applications were submitted for amendments to zoning to create several more multi-family residential units, many single family residental units, and a nine-hole golf course with related residential development and clubhouse and restaurant. NORD negotiated with the provincial government to acquire crown lands for improvements to the community boat launch.
Custodial history
Bob Cowan was given some of this information by Area F Director Earl Shipmaker and collected the remainder when he was City of Enderby representative to NORD (1993-1996), Chairman of Area F Planning Commission (2000-2006), and director to Area F Services Committee (2005-2008).
Scope and content
Fonds consists of minutes, correspondence, applications and reports regarding the recreational development at Mabel Lake from 1994 to 2001. Includes correspondence and reports from the Kingfisher Round Table (1994), community sewage system (1996), and MAKERS (1995-2000); the first application, correspondence and maps regarding a proposal for multi-family units plus minutes recording written submissions at two public hearings and minutes recording the decisions made by NORD directors (1995); six development applications for multi-family residences, single family residences, and the Mabel Lake Golf Course with related residential development and commercial buildings (1999-2001). Also includes correspondence, assessment records and maps regarding property owned by NORD for public purposes and crown land required for the Mabel Lake boat launch project.
