    Administrative history

The Recreation Advisory Council (RAC) was created by Council in 1957 in order to provide "advice from those actively engaged in the the various types of recreation." The name of this citizen advisory group was changed to Leisure Services Advisory Committee between March and April of 1978, corresponding with the creation of the Leisure Services Department within the City of Richmond. Bylaw 2047, passed in 1964, states that this body shall be comprised of one representative from each society, group, club, or league which is registered with the Municipality as engaged in voluntary public recreation. The purpose of RAC was to act as a forum for ideas and problems relating to the recreation mandate of it's political counterpart, the Parks and Recreation Commission (PARC). RAC was also to act as a means by which organizations could bring forward requests, complaints and suggestions, as well as serving as an appeal mechanism regarding PARC decisions to City Council.
