Administrative history
The City Clerk's Office is part of the Finance and Corporate Services Division and serves as a secretariat for Council and its Committees. It performs administrative functions including: agenda preparation recording of minutes, processing and certifying by-laws, record management and distribution of records, and making records available to the public.
The Clerk's Office is responsible for the preservation of all Council and Committee records, through a records management and archives system which documents the history of Richmond.
The City Clerk is also responsible for organizing and conducting City elections.
The City Clerk's Office is often the first stop for processing citizens' petitions, complaints and requests to Council, and also receives requests for information under the Freedom of Information & Protection of Privacy legislation.

Scope and content
Series consists of correspondence, applications for employment, petitions (against pornography, for example), memoranda, lease and rental agreements, photographs, studies, and maps relating to a wide variety of topics and activities. Examples of larger groups of records within the series include: records relating to libraries (1932-1985), including various branch libraries, the Richmond Advisory Library Committee, and the Richmond Public Library Board; street naming (1950-1988); master street naming lists (1967, 1985); archives (1946-1988); records relating to the S.P.C.A .; Gateway Theatre (1981-1988) and; Greater Vancouver transit system (1967-1987). The miscellaneous series also includes a large number of miscellaneous and subject files, e.g., petitions, inquiries, requests, complaints, library, trap shoots, B.C. Packers, surveys, parades and permits, lotteries, bingos, shopping centres, marinas, trees, churches, and letters (1965-1988). Relations between the City and other organizations, unions, and levels of government are documented.
