    Administrative history

    The City Clerk's Office is part of the Finance and Corporate Services Division and serves as a secretariat for Council and its Committees. It performs administrative functions including: agenda preparation recording of minutes, processing and certifying by-laws, record management and distribution of records, and making records available to the public.
    The Clerk's Office is responsible for the preservation of all Council and Committee records, through a records management and archives system which documents the history of Richmond.

    The City Clerk is also responsible for organizing and conducting City elections.

    The City Clerk's Office is often the first stop for processing citizens' petitions, complaints and requests to Council, and also receives requests for information under the Freedom of Information & Protection of Privacy legislation.

    Scope and content

    Series consists of correspondence, reports, agreements, salary and wage tables, relating to the hiring, insuring, resignation, superannuation, and negotiations for the services, of personnel. The majority of the records in this series document the ongoing labour relations and negotiations between the City and the various unions and associations representing municipal employees. Series also includes case files of individuals and reports from section and department heads, as well as records relating to the Hay Report and policies re: exempt staff. Examples of larger groups of records within the series include: the Municipal Officers Association (1932-1947, 1985-1988); Municipal Engineer's reports (1936-1945); the Medical Services Association (1950-1959, 1983-1987); the Richmond Volunteer Fire Fighters Association (1948-1966, 1982-1988) and; Personnel - miscellaneous (1959-1988).
