The first mention of a Diocesan Registrar position seems to go back to 1880, one year after the Diocese of New Westminster was created. In article VI, "Duties of Officers" of the Constitution, as printed in 1938, the Registrar's duties were: "to receive and preserve in safe keeping the seal of the Synod, and all such documents and papers as the Synod or Executive Committee shall from time to time entrust to him, subject to the Direction from time to time of the Synod or Executive Committee; to procure a proper book of record, and to enter therein all such matters as the Synod or Executive Committee shall direct, and to perform all such duties as are required of him by Canon XXII" (Constitution, Canons and Rules of Order, 1938). Appointed by the Bishop, the Registrar acts as a legal advisor to the Bishop along with other legal officers of the Synod, namely the Chancellor and the Legal Assessor. Acting in a legal capacity, the Registrar handles property transactions, incorporations and the legal research preliminary to consecrations of churches. By 1998, the registrar was also, ex-officio, a full member of the Synod and the Diocesan Council (the Executive Committee, prior to reorganization in 1968); a member of the Administration and Finance Committee (Finance and Property Committee, prior to reorganization in 1968); a member of the Constitution and Canons Committee; Registrar of the Bishop's Court and Legal Advisor to the Bishop. The Registrar "...shall also perform such other duties as required by the Bishop". She/he is also to perform the duties of the Legal Assessor during his/her absence or during the vacancy of the office. Under The Anglican Synod of the Diocese of New Westminster Incorporation Act (Statutes of British Columbia, 1893), the Registrar is also in charge of recording any amendments to the Act, and receiving applications from parishes to incorporate.
Custodial history
The records have been held by the various Registrars in their offices and have either been transferred from the outgoing Registrar to his successor or have been transferred to the Synod office. Some registrar's records from the 1930s may have been destroyed by the fire. Registrar's files have been transferred to the Archives in 1990. Previous to this date, a large body of records were transferred from John Evan Spencer, Registrar of the Diocese, to the Synod Office in 1975 upon his retirement from that position. Spencer had, in turn, acquired the files of Russell Theodore Dumoulin after the latter retired in 1967 from being Registrar. The bulk of the records originate from R. T. Dumoulin, as evident from the file folder abbreviations "RTD" while those with yellow labels, commonly beginning with the general heading "The Synod of the Diocese of New Westminster", were opened and added by John Spencer. Other files relating to property dealings and other legal matters were added to this body of records by Synod Office administrators.

Includes parishes' property records (Fraser-Cheam Parish (1972-1981); deed of; land registrations, lease of land agreements (Columbia Coast Mission, 1961); correspondence; Financial and Property Committee minutes, 1960; Synod and Diocesan Council meetings minutes,1974-1975; legal records (records relating to Wetherell Trust Fund, Edward Disney Farmer Memorial Trust Fund, 1958-1978, Artaban Bursary Fund, 1962-1980); financial statements; Treasurer's reports to the Executive Committee,1964-1970; reports relating to bylaws, regulations and rules of incorporation of parishes; instruments of consecration or letters of resignation (Letter of resignation of the Archbishop G. Gower, 1970); appointments of canons (1943-1981); amendments to Diocesan constitution and; canons (1960); real estate records (W.H Starret estate, 1945-1966); records relating to other dioceses in B.C. (Diocese of Kootnay, 1960-1975; Diocese of Cariboo, 1914-1973).
