The Richmond Heritage Advisory Committee was formed in 1984, after discussions regarding the formation of such a committee were held in 1979, at which time it was agreed that the Richmond Municipal Council required an agency to address the many requests for financial support of heritage projects, and the many requests relating to the designation and/or acquisition of heritage sites and buildings. The Richmond Heritage Advisory Committee, an ad hoc committee, was formed to provide a coordinated approach to these varied heritage issues. The committee is answerable to the Richmond Municipal Council through the Planning and Development Services Committee. Past chairmen of the Richmond Heritage Advisory Committee have included George Brandak, Val Patenaude and Eleanor Harper.

Scope and content
Series consists of business related records concerning official visits to Japan; the records reflect Richmond's efforts to develop economic ties with Japanese companies. In addition to records relating to business visits to Japan in 1989 and 1990, there are records concerning business etiquette seminars, Japanese business brochures, and various maps and guidebooks to Wakayama and Japan. Arranged roughly in chronological order by subject and form of material.

The City of Richmond's Economic Development Manager, likely the Council-appointed staff member to the Richmond Sister City Committee, has been the staff member representative of the Committee since ca. 1989. Since the records in this series tend to be of a business nature, they may have been created as a result of the Economic Development Manager's involvement on the Committee.
