Administrative history

The proposed new structure of the Diocese and its constituent parishes, as recommended by the Netten Report (December, 1966) and adopted by the Diocesan Synod (December, 1967), included the creation of a Strategy Committee for long range planning. The Diocesan Strategy Committee came into being under Article VII of the Constitution and Canons passed at the 63rd session of Synod, December 9, 1967. The committee was one of the three major standing committee; it had "to concern itself with long range planning in the Diocese and ...to be responsible to the Diocesan Council", the former Executive Committee. The Diocesan Council was to receive Strategy Committee recommendations and forward the approved policy to the Administration and Finance Committee and Programme Committee for implementation. Members of the Strategy Committee, apart from those who were ex-officio, were appointed by the Diocesan Council. The main function of the Strategy Committee was "the initiation and recommendation of strategic policy". The role of the committee was to be a useful forum for deliberation upon policy and for appraisal of results, not as a group responsible for implementation or execution. The main tasks included: general responsibility for studying and making recommendations regarding the aims, priorities and personnel, property and financial resources of the Church in the Diocese; oversight of the organizational structure; proposing organizational modifications as required; and changes in the Canons. The Strategy Committee was chaired by the Bishop and comprised approximately ten to twelve qualified clergy and lay persons. The committee was assisted in its research and analytical tasks by Strategy Project Groups, small ad-hoc task groups, whose duties were to study, investigate, evaluate, recommend or implement a given one-time matter. The Strategy Committee was not active between January 1982 - October 1985. Presently the committee is no longer active.
