At a meeting of the Regional Deans held in 1981 it was agreed that the Diocese of New Westminster should begin to develop more carefully defined guidelines on church practices regarding baptisms, marriages and burials. Archbishop Douglas W. Hambidge was asked to establish a Task Force to begin this work. The purpose of the Task Force was to help the Diocese establish policies in a form that could be published and widely circulated across the Diocese and given to people when they required baptism, marriage or burials. A first draft of the brochure on baptisms, weddings and funerals was published in the fall issue of Topic, the diocesan newspaper, in 1982. After the Task Force revised the drafts and presented them to the Diocesan Council, the brochures were published 1982.
